The Notice of Motion, brought forward by Councillor Kane and seconded by Councillor McCully, relates to Riverside Park and Megaw Park, where residents have raised concerns about dogs being allowed off-lead.
The motion acknowledges the role dogs play as companion animals, but highlights concerns around the impact of off-lead dogs on other park users. This includes people with disabilities, those with reduced mobility or visual impairments, individuals with allergies, and adults and children who may have a fear of dogs.
It also recognises the need to balance the needs of dog owners with the safety and comfort of the wider public.
At present, signage within both parks advises that dogs should be kept on leads. However, the motion notes that these instructions are not supported by enforceable Dog Control Orders.
If progressed, the Council would be asked to initiate the process of introducing Dog Control Orders requiring dogs to be kept on leads in Riverside Park and Megaw Park, except within designated dog-run areas.
The proposal also calls for a scoping exercise to assess options for upgrading dog-run facilities in both parks. This would include ensuring they are secure, suitable for different breed sizes, and provide appropriate space for exercise.
Councillors are also being asked to engage with local residents as part of the process, including those directly affected by current arrangements.
The motion will be referred to the relevant committee for consideration.
